Description
Provision of substations and upgraded utility works, amendments to the existing car park including provision of electric vehicle charging points with canopy above (additional ecological information received 14th January 2022 and 30th March 2022 and 7th June 2022).
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 13804-104-1A, 13804-104-2A, 13804-104A, 13804-105A, 13804-106A, AEL-18359-TPP Rev B, AEL-18359-TWP Rev A, AEL-18359-TIP Rev B, AEL-18290-TCP Rev A, AEL-18359-NCP Rev A, 00-A-01-101 Rev P13, 00-A-01-100 Rev P13, 13804-107A, TR18, CSD16-REVB03, 131 Rev E1, 1384-101A, 1384-102A, 1384-100A and 1384-103A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The tree protection details as shown on the approved Tree Protection Plan AEL 18359 TPP shall be installed prior to the commencement of all works and remain in place for the duration of the development. The tree protection fencing shown on the plan shall be in accordance with BS 5837:2012. In relation to the construction of the substations, the Tree Protection Fencing shown adjacent to trees adjacent to the substation locations on the Tree Protection Plan AEL 18290 TPP previously approved for application P21/S0464/TPO, shall be installed prior to the commencement of the construction of the substations and remain in place until construction works are complete.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the first use of the development hereby approved, a biodiversity enhancement management plan (BEMP) shall be submitted to and approved in writing by the local planning authority. The BEMP shall detail the long-term (minimum 30 years) habitat management, including a 5 year rolling work schedule, of the area identified as "Area of Habitat Enhancement" on Figure 1 of the supporting Biodiversity Enhancement Letter (RSK Biocensus, 29/03/2022, Ref: 2481405 BP Pangbourne Biodiversity Enhancement REV 01). The BEMP shall meet the habitat definition and condition requirements provided in the associated biodiversity metric assessment. Thereafter, the BEMP shall be implemented as approved.
Reason: To secure onsite biodiversity enhancement, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 174 and 180 of the NPPF.
