The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P22/S0587/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1881 SUR and 1881 P1, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P22/S0587/DIS

No development above slab level shall take place until a photographic schedule of all materials to be used in the external construction and finishes of the development hereby permitted has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning Use Classes Order 1987 (as amended), the Town and Country Planning (General Permitted Development Order) 2015 (as amended), or any other legislation superseding these, the building shall only be used for the holiday let accommodation operated by the public house, as specified within the application submission. Reason: As the principle of the change of use is only acceptable on the basis that the loss of the existing Class E commercial unit would be mitigated by the provision of additional visitor accommodation. The relevant Development Plan policies are EMP3 and EMP11 of the South Oxfordshire Local Plan 2035.

All habitable rooms with windows fronting on to Bell Street shall be provided with adequate mechanical ventilation. The mechanical ventilation shall be provided in accordance with a scheme which shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Such mechanical ventilation shall be retained as approved (until such time as it can be demonstrated that the concentration of nitrogen dioxide at the window to that room does not exceed the national Air Quality Objective of 40g.m-3 measured as an annual mean). Reason: To ensure satisfactory standards of air quality for residential occupiers in accordance with Policy EP1 of the South Oxfordshire Local Plan 2035.
