The boundary fence would be of an unattractive design and would be out of keeping with the open character of Blacklands Road, Newton Way and other nearby open streets in Benson as identified in the Benson Design Statement. The proposal conflicts with Policy DES2 of the South Oxfordshire Local Plan 2035 and Policy NP7 of the Benson Neighbourhood plan.

The boundary fence introduces inadequate visibility for car users operating at the junction between Blacklands Road and Newton Way. It would also obstruct inter-visibility for vehicles egressing the site to vehicles turning left from Blacklands Road. The development would introduce increased risk to the local highway network and conflicts with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
