Description

The proposed conversion and extension of the stables and new boundary wall would increase the extent of hard surfacing within the root protection area (RPA) of a mature purple leaf Beech tree which has significant arboricultural and landscape value. The incursions would adversely affect the trees growing and rooting environment and, where Beech trees are prone to fungal infection following ground disturbance in the RPA, this would lead to the premature decline of an important high value tree to the detriment of the character and appearance of the landscape and Conservation Area and would be contrary to Policies DES1, DES2, ENV1 and ENV8 of the adopted South Oxfordshire Local Plan 2035 and section 180 of the NPPF.

The presence of the mature purple leaf Beech tree would have a significant adverse impact on the residential amenity of occupants of the converted stables. The Tree may be considered as an oppressive feature by the occupants of the new dwelling during periods of inclement weather and storm conditions. It would cast a significant shadow and cause leaf litter, giving rise to pressure from residents for the removal or reduction of this important tree contrary to Polices DES5, ENV1 and ENV8 of the adopted South Oxfordshire Local Plan 2035 and paragraph 180 of the NPPF.
