Conditions / Refusal Reasons
The proposed development would increase the massing of the building compared with the approved plans. The north-eastern plot, closest to the boundary with the Grade II listed building, would be increased in terms of size, scale and character. The principal elevation of the proposed building with the additional front gable and the increased depth and change of rear roof from hip to gable end would provide a more suburban and less deferent form. This would undermine the appearance of the adjacent heritage asset in public views and would diminish the setting of the listed building within this semi-rural part of the Checkendon Conservation Area, resulting in less than substantial harm to these designated heritage assets. As such, the proposal would be in conflict with Policies ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035 and advice contained within Paragraphs 135 and 195 of the NPPF.
