Conditions / Refusal Reasons
The application site is located in a visually prominent position at the junction of Wood Lane and Kennylands Road. The proposed development, due to its layout, scale and design, particularly in combination with the development already approved within the former garden area of 1 Kennylands Road, would result in a cramped form of development that, along with the lack of design variation, would diminish the verdant appearance of the site and would be out of keeping with the character and appearance of the surrounding built form. As such the proposal would be contrary to Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, Policies H3 and D1 of the of the Sonning Common Neighbourhood Plan and the National Planning Policy Framework.

The application is not accompanied by an Energy Statement that demonstrates that the proposed dwellings would achieve at least a 40% reduction in carbon emissions compared with a code 2013 Building Regulations compliant base case. As such the development is contrary to Policy DES10 of the South Oxfordshire Local Plan 2035.
