The proposed development, by virtue of its scale, bulk and massing and amount of hard landscaping, would represent an over intensive overdevelopment of the site that would be out of keeping with the established character and appearance of the surrounding built form. As such, the proposal would be contrary to Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, Policy DQS1 of the Joint Henley and Harpsden Neighbourhood Plan and advice contained within the South Oxfordshire Design Guide 2016 and the NPPF.

The proposed development would include the siting of a communal garden area and pedestrian access to it on elevated land relative to the gardens of No.55 and 57 Deanfield Road. This would result in a level of domestic activity, which would unduly contrast with and detract from the more modest levels of residential activity on the adjoining gardens, detrimental to the residential amenity of the adjoining residential occupiers. As such, the proposal would be contrary to Policy DES6 of the South Oxfordshire Local Plan 2035 and advice contained within the South Oxfordshire Design Guide 2016 and the NPPF.
