Change of use from Class E business to residential Class C3 (retrospective) (additional information concerning marketing and use of external areas and revised site location plan excluding external areas submitted 11th November 2021 and additional marketing information received 16th March 2022 and 29th March 2022).
Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 20 WDC2 SL01 Rev B, 21 WDC2 E1, 21 WDC2 E2, 21 WDC2 EP02, 21 WDC2 PP02, 21 WDC2 EP01, 21 WDC2 PP01 and 21 WDC2 SP02, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order) the erection or construction of gates, fences, walls or other means of enclosure as described in Schedule 2, Part 2, Class A of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority.
Reason: To safeguard the Ancient Woodland and the character of the area in accordance with Policies DES1, DES2, ENV1, ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
Prior to the first occupation of the development hereby approved, the existing parking and turning areas as shown on the approved plan 20 WDC2 SL01 Rev B shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
External lighting shall be prohibited from being installed on the south western elevation of the development. Any other external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent nuisance to adjoining residential occupiers from light spillage.
Reason: To protect the Ancient Woodland, the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.
Within three months of the date of this permission, an Electric Vehicle Charging Point shall be installed and thereafter retained as such.
Reason: To ensure sustainable forms of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
