Due to the scale, size, location and design of the front dormer window, the proposal would harm the character and appearance of the existing dwelling and the wider surrounding area when viewed from public vantage points. It would also partially obscure views of the listed beehive lime kiln from certain vantage points to the detriment of its setting. In my view it would not comply with the guidance on dormer windows in the Council's Design Guide. No public benefits have been advanced that would outweigh this harm. Therefore, the proposal would be contrary to Policies DES1, DES2, H20, ENV6 and ENV7 of the South Oxfordshire Local Plan 2035, and Policy CH C1 of the Chinnor Neighbourhood Plan, technical guidance set out in the South Oxfordshire Design Guide 2016 and the National Planning Policy Framework.
