Description
Trench excavations for data cabling and installation of Wi-Fi points at various points within Harcourt Arboretum, including the Woodland Barn, the picnic area, the historic Serpentine Ride and the compost toilets area. The location of the new Wi-Fi points - also known as access points or APs- will provide integral Wi-Fi coverage across the most visited public areas within Harcourt Arboretum. The corresponding cabling will be buried in new shallow trenches, extending from the tractor shed to the Woodland Barn. These alterations correspond to the second phase of a wider Wi-Fi improvement project within the site; phases 0 and 1 were approved in 2019 under planning ref P19/S1658/LB. Proposed installation of 5 solar panels on the compost toilets.

Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, B356 0721 AB03 Rev 0, B356 0721 AB04 Rev 0, B356 0820 AB00 Rev 5 and B356 0820 AB00 Rev 1, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The tree protection details as outlined in the approved Arboricultural Method Statement ref 0920-8175 dated September 2020 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
The development hereby approved shall be implemented in accordance with all of the ecological avoidance, mitigation, compensation and enhancement recommendations made in the supporting Preliminary Ecological Appraisal (28 January 2022) and the supporting Final Bat Survey Report (27 July 2022).
Reason: To protect the important species on the site, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
