Conditions / Refusal Reasons
The proposed development would not represent infill development as defined by Policy H16 of the South Oxfordshire Local Plan 2011. Instead, it would result in an extension of residential built form into undeveloped countryside. The development of the site in depth with housing of similar size and form would be out of kilter with the informal grain of adjoining built form to the west and would represent the erosion of a parcel of undeveloped countryside that contributes beneficially to the landscape setting of this part of the village within the Chilterns AONB. As such, the proposal would be environmentally unsustainable, contrary to Policies STRAT1, H1, H16 and ENV1 of the South Oxfordshire Local Plan 2035 and advice contained within the NPPF and NPPG.

The proposed development would result in an increase in vehicular movements on a substandard access at the junction of Coopers Pightle and Chalkhouse Green Road. This would increase the risk to highway and pedestrian safety, in conflict with Policy TRANS5 of the South Oxfordshire Local Plan 2035 and advice contained within the NPPF and NPPG.
