Insufficient information has been provide to demonstrate that the proposed development would not harm protected trees which make a significant contribution to local character. Therefore, it is concluded that the application is contrary to policies ENV1 and DES1 & DES2 of the adopted South Oxfordshire Local Plan 2035 and paragraph 131 of the NPPF. There are no material considerations which outweigh the potential harm to trees and visual amenity more generally, and therefore permission should be refused.
