Given the design, scale and position of the flat roof dormer window across the rear elevation of the dwelling the proposal would be visible from the wider public vantage points inside of the conservation area. Dormer windows of the type and size proposed are uncharacteristic of the existing property and the development would begin to erode some of the special characteristics of the property and terrace that are important to the historic interest of the Article 4 conservation area. The proposed development would have a negative impact upon the character and appearance of the existing property, it's site, the wider historic terrace and surrounding Henley - Reading Road Article 4 Conservation Area. As such, the proposed development would be contrary to Policies STRAT1, HEN1, DES1, DES2 and ENV8 and ENV8 of the South Oxfordshire Local Plan 2035, policy DQS1 of the JH&HNP, advice from the South Oxfordshire Design Guide 2016 and Government guidance set out in the National Planning Policy Framework.
