Having regard to the excessive height of the proposed dwellings in relation to immediate surrounding development, the development would appear visually prominent, occupying a prominent corner location. It would appear out of keeping with the character of the immediate locality contrary to policies DES1 and DES2 of the South Oxfordshire Local Plan 2035 and policy C2 of the Chalgrove Neighourhood Plan.

Insufficient information has been submitted to demonstrate that the dwellings would achieve at least a 40% reduction in carbon emissions compared with a code 2013 Building Regulations compliant base case. As such the proposal does not accord with policy DES10 of the South Oxfordshire Local Plan 2035.

The proposed dwellings are both 3-bedroom properties. They would have private amenity areas which do not meet the council's standards as set out in the South Oxfordshire Design Guide 2016. As such, the proposal would constitute over development and appear cramped contrary to policies DES1, DES2 and DES5 of the South Oxfordshire Local Plan 2035.
