Given the design, scale and position of the outbuilding shown to be extended the proposal would be highly visible from the public vantage point and form a prominent feature on the existing street scene. The high level eaves and large forward facing dormer window of the type and size proposed are uncharacteristic of domestic ancillary outbuildings, the existing property, semi-rural setting and the surrounding Chilterns Area of Outstanding Natural Beauty (AONB). The proposed development would have a negative impact upon the character and appearance of the existing property, site, street scene and surrounding Chilterns AONB. As such, the proposed development would be contrary to Policies STRAT1, DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035, advice from the South Oxfordshire Design Guide 2016 and Government guidance set out in the National Planning Policy Framework.
