That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, , except A8, A3, A4, A7, A9, VEP 5A, VEP 6A, CME001, VEP 3A, A6, CME02, VEP 2A, A1, A5, VEP 7, VEP 4A, LOC001, BLO 001 and VEP 1Aas controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That, unless otherwise agreed in writing by the local planning authority, the development hereby permitted shall be constructed in materials approved in application P21/S0453/DIS. Reason: In the interests of the visual appearance of the development in accordance with Policy DES1 and DES2 of the South Oxfordshire Local Plan 2035.

That, unless otherwise agreed in writing by the local planning authority, the development hereby permitted shall be carried out in accordance with the surface water details approved under application P21/S0185/DIS. Reason: To prevent pollution and flooding in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.

That, unless otherwise agreed in writing by the local planning authority, the development hereby permitted shall be carried out in accordance with the foul water details approved under application P21/S0185/DIS. Reason: To prevent pollution in accordance with Policy INF4 of the South Oxfordshire Local Plan 2011.

That, unless otherwise agreed in writing by the local planning authority the cycle parking facilities shall be provided as per the details approved under application P21/S0453/DIS. Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to occupation of the development hereby permitted the proposed means of access onto Horton Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Before the proposed access is first used, the existing access onto Horton Road shall be permanently stopped up by the means of reinstatement of the highway verge and proposed planting to the approval of the Local Planning Authority and in accordance with the local highway authority's specifications. Thereafter the closed access shall not be used by any vehicular traffic whatsoever. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The proposed vision splay shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan A1 and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the use of the development hereby permitted a Green Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site. Reason: To promote the use of non car modes of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

No surface water from the development shall be discharged onto the adjoining highway. Reason: To prevent pollution and flooding in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.

Any gates provided shall be set back a minimum of 5.0 metres from the edge of the carriageway and shall open inwards into the site. Reason: To ensure that vehicles may wait clear of the highway while the gates are opened or closed in the interests of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

That, unless otherwise agreed in writing by the local planning authority, the approved development will be carried out in accordance with the details set out in RPS Sustainability Report, June 2021. Reason: To ensure that the development meets the high standard of sustainable design in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.

The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035

The developer shall ensure that the appropriate provision is made for the control of noise emanating from the site, so as not to cause undue disturbance to the occupants of nearby residential properties. Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
