No dwelling shall be occupied until the landscaping scheme as shown on the approved plan HEA P400G has been implemented and completed. Thereafter the landscaping must be maintained in accordance with the approved scheme. If any of the trees or shrubs planted die or are seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs of a species first approved by the Local Planning Authority shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035, and policy 11 and 16 of the Goring Neighbourhood Plan 2019

No dwelling shall be occupied until the proposed means of access onto Elvendon Road is formed, laid out and constructed in accordance with the local highway authority's specifications. Reason: In the interest of highway safety in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

The dwellings shall not be occupied until the first floor windows in the side (east and west) elevations of the three dwellings have been glazed in obscure glass with a minimum of level 3 obscurity, and have been fixed shut with the exception of a top hung openable fanlight. Reason: To ensure that the development is not unneighbourly in accordance with policies DES1 and DES6 of the South Oxfordshire Local Plan 2035.

No dwelling shall be occupied until vision splays measuring 2.4 metres by 43 metres have been provided to each side of the access. The vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

No dwelling shall be occupied until the parking and turning areas have been provided in accordance with the approved plan 18022-PP101 G, and constructed, laid out, surfaced, drained and completed in compliance with sustainable drainage (SuDS) principles. Thereafter the parking and turning areas shall be retained unobstructed except for the parking of vehicles associated with the development. Reason: In the interests of highway safety and in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

No dwelling shall be occupied until the existing unauthorised close boarded fence erected around the site has been removed in order to accord with the approved hard and soft landscape scheme as shown in drawing P400 G. Reason: In the interests of the visual appearance of the development, character of the area and special AONB landscape in accordance with policy ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035, and policy 11 of the Goring Neighbourhood Plan 2019.

The development shall be constructed in accordance with the full surface water drainage scheme approved by the local planning authority via discharge of condition application P20/S3852/DIS. Reason: To prevent pollution and flooding in accordance with policy EP4 of the South Oxfordshire Local Plan 2035 and policy 15 of the Goring Neighbourhood Plan 2019.

The development shall be constructed in accordance with the full foul water drainage scheme approved by the local planning authority via discharge of condition application P20/S3852/DIS. Reason: To prevent pollution in accordance with policy EP4 of the South Oxfordshire Local Plan 2035 and policy 15 of the Goring Neighbourhood Plan 2019.

The development shall be constructed in accordance with the Biodiversity Enhancement Strategy (BES) approved by the local planning authority via discharge of condition application P20/S3852/DIS. Reason: To compensate for the loss of habitat on site, in accordance with policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035, policy 12 of the Goring Neighbourhood Plan 2019, and paragraph 174 of the National Planning Policy Framework.

The development shall be constructed in accordance with the tree protection details shown in the approved Arboricultural Method Statement (Revised May 2020) and on the Tree Protection Plans submitted 7 July 2020 - 18022 - PP101 - E (Appendix 1 and Appendix 2). Thereafter, the tree protection measures shall be retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035, and policies 11 and 12 of the Goring Neighbourhood Plan 2019.

The development shall be constructed in accordance with the Bat Licence Registration from Natural England approved by the local planning authority via discharge of condition application P20/S3852/DIS. Reason: To protect the important species on site, in accordance with policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035, policy 12 of the Goring Neighbourhood Plan 2019, and paragraph 174 of the National Planning Policy Framework.

The development shall be constructed in accordance with the schedule of materials approved by the local planning authority via discharge of condition application P20/S3852/DIS. Reason: In the interests of the visual appearance of the development and responding to the character of the area in accordance with policies DES1 and DES2 of the South Oxfordshire Local Plan 2035 and policy 16 of the Goring Neighbourhood Plan 2019.

The development shall be constructed in accordance with the scheme for minimising of light spillage approved by the local planning authority via discharge of condition application P20/S3852/DIS. Reason: To ensure that reflection and light spillage is kept to a minimum to safeguard the landscape character of the area in accordance with policies DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035 and policies 02, 11,13 and 16 of the Goring Neighbourhood Plan 2019.

The cill level of the two roof lights in the east elevation of plot 1 shall be at least 1.7 metres above the floor level of the associated rooms and shall be retained as such thereafter. No additional rooflights shall be inserted into the side (east and west) elevations of the development hereby approved without planning permission from the Local Planning Authority. Reason: To ensure that the development is not unneighbourly in accordance with policies DES1 and DES6 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in accordance with the measures stated in section 6 of the supporting Bat Survey Report (Ecology By Design Ltd, 09/10/2019, Project Code: EBD00931). Reason: To minimise the impacts of development on, and secure net gains for, biodiversity in accordance with policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035, policy 12 of the Goring Neighbourhood Plan 2019 and paragraph 174 of the National Planning Policy Framework.

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent light spillage in Chilterns Area of Outstanding Natural Beauty. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with policies DES1, DES2, DES6, and ENV1 of the South Oxfordshire Local Plan 2035, and policies 02, 11,13 and 16 of the Goring Neighbourhood Plan 2019.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity, high quality design, character of the area and special interest of the AONB landscape and in accordance with policies DES1, DES2, DES6, and ENV1 of the South Oxfordshire Local Plan 2035, and policies 02, 11 and 16 of the Goring Neighbourhood Plan 2019.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement of a dwellinghouse consisting of an addition or alteration to its roof as described in Schedule 2, Part 1, Class B of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity, high quality design, character of the area and special interest of the AONB landscape and in accordance with policies DES1, DES2, DES6, and ENV1 of the South Oxfordshire Local Plan 2035, and policies 02, 11 and 16 of the Goring Neighbourhood Plan 2019.

The garage accommodation hereby approved shall be retained for vehicular parking and shall not be adapted for living or other ancillary purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with policies TRANS2 and TRANS5 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity, high quality design, character of the area and special interest of the AONB landscape in accordance with policies DES1, DES2, DES6, and ENV1 of the South Oxfordshire Local Plan 2035, and policies 02, 11 and 16 of the Goring Neighbourhood Plan 2019.
