Conditions / Refusal Reasons
The design of the proposed building, in particular its visual bulk, massing, scale, roof form, height and materials, does not deliver a high quality development that respects the context of the site and, as a result, would be out of character with the surrounding area. Furthermore, the proposal fails to secure a high quality and landscaped public realm that is interesting and aesthetically pleasing to all users, nor does it provide an appropriate spatial setting for users of the public convenience. The loss of existing mature trees and inadequate replacement planting, in addition to a lack of detail in the submission to provide assurances that the proposed trees will thrive; plus insufficient landscaping of the site will result in a poor public realm in this important gateway location opposite the railway station. As such the proposal is contrary to policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, policy DQS1 of the Henley and Harpsden Neighbourhood Plan and the NPPF.

As such the proposal is contrary to policies ENV6, ENV8, DES1 and DES2 of the South Oxfordshire Local Plan 2035 and Policy DQS1 of the Henley and Harpsden Neighbourhood Plan and the NPPF.

The proposal has not demonstrated how the development will achieve at least a 40% reduction in carbon emissions compared with code 2013 Building Regulations, nor does it demonstrate a BREEAM rating of Excellent. As such, the development does not comply with the requirements of Policy DES10 of the South Oxfordshire Local Plan 2035.
