On the basis of the submitted information, the District Council is unable to conclude that the proposal is acceptable in terms of flood risk. The proposal would fail to direct new development away from areas with the lowest probability of flooding, it would fail to meet the sequential test with respect to flood risk and there are issues with the site-specific flood risk assessment which have not been adequately addressed. The proposal in its current form is therefore contrary to Policy EP4 of the South Oxfordshire Local Plan 2035 and Paragraphs 159, 162, 163 and 167 of the National Planning Policy Framework.
The District Council considers that the incongruous siting of the dwelling relative to the grain of housing along the eastern side of Bolney Road would, in conjunction with the scale and design of the building, cause material harm to the character and appearance of the area, contrary to Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035 and advice within the South Oxfordshire Design 2016. The proposal is also contrary to Paragraph 130 and 134 of the National Planning Policy Framework.
