Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Notwithstanding the details in respect of balconies shown on approved floorplan and elevation drawings 20-004/RM/L01, 20-004/RM/L02, 20-004/RM/L03, 20-004/RM/L04, 20-004/RM/L05, 20-004/RM/L06, 20-004/RM/L07, 20-004/RM/L15, 20-004/RM/L16, 20-004/RM/L17, 20-004/RM/L18, 20-004/RM/L19, 20-004/RM/L20 and 20-004-RM-L10, floor plan and elevation drawings shall be submitted to and approved in writing by the local planning authority that show all balconies measuring a minimum of 5 square metres, prior to the commencement of development above ground level.
Reason: To ensure the development provides an acceptable amount of amenity space for residents, in accordance with Policy DES5 of the South Oxfordshire Local Plan 2023 and the Joint Design Guide 2022.
Prior to first occupation, details of the communal access controls, visitor entry and postal services for apartment blocks A, B, C and D hereby approved shall be submitted to and approved in writing by the Local Planning Authority.
Reason: To create a safe environment for communities and reduce the likelihood of crime and antisocial behaviour as well as the fear of crime itself, in accordance with Policy DES1 of the South Oxfordshire Local Plan 2023.
Prior to commencement of development above ground level, details of a proposed external lighting scheme shall be submitted to the local planning authority. The scheme shall set out the steps that will be taken to ensure that external lighting, including zonal/security lighting and column lighting within parking courts promotes a secure environment and does not cause a nuisance to local residents.
Reason: To create a safe environment for communities and reduce the likelihood of crime and antisocial behaviour as well as the fear of crime itself, in accordance with Policy DES1 of the South Oxfordshire Local Plan 2023.
The floorspace of each of the four commercial units located within Block A shall not exceed 150 square metres.
Reason: To control servicing of the development in the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Prior to first occupation, a Delivery and Servicing Management Plan shall be submitted to and agreed in writing by the Local Planning Authority in relation to the commercial uses within the site. The document shall include details of delivery and servicing times, associated management controls and specify the maximum size of servicing vehicles in accordance with the approved details. Thereafter, the development shall be implemented at all times in accordance with the approved document.
Reason: To control servicing of the development in the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Before any part of the development hereby permitted is first occupied, the whole of the estate/access roads and footpaths (except for the final surfacing thereof) that will serve the development, including the adjacent spine road shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with Oxfordshire County Council's Specifications.
Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Prior to the first occupation of the development hereby approved, the proposed parking and manoeuvring/turning areas shall be provided in accordance with the submitted plans and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all
times.
Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Before commencement of development above ground level, details of cycle parking to be provided, secured and undercover shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the agreed cycle parking shall be provided before first occupation of the development and be maintained and retained all times.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The proposed garage accommodation hereby approved for Plots E2, E3 and E4 shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, fully detailed drainage scheme drawings covering the site subject to this reserved matters application shall be submitted to the Local Planning Authority for approval. No building shall be occupied until the drainage works have been carried out and completed in accordance with the approved details. As built drawings shall be provided to the Council in dwg and pdf format prior to final occupation of the phase.
Reason: To prevent pollution and flooding in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.
The tree protection details as shown in the approved Arboricultural Method Statement shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
