Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Planning permission for new houses will not be granted unless the development falls within strictly defined criteria. Within the settlement planning permission will only be granted for new housing on infill or redevelopment sites within the existing built up limits. Whilst the site is within the parish of Little Milton, it is on the edge of the built up limits of the village. In this case the site is not an infill or redevelopment site. The development would extend the village in to the countryside and result in the loss of 'Very Good'*Grade 2 agricultural land and impede protected views. As such, the proposal is unacceptable in principle contrary to Policies STRAT1, DES7 and H1 of the South Oxfordshire Local Plan 2035 and Policies LM1, LM3 and LM9 of the Little Milton Neighbourhood Plan.
The site adjoins the Little Milton Conservation Area. It is an open agricultural field and contributes to the rural character and appearance of the entrance to the village and provides for a setting to the conservation area and nearby listed buildings. The development of the field with the erection of 5 two storey houses and associated domestic paraphernalia in the form proposed is at odds with the grain of surrounding development and will significantly alter the rural the character of the area and detract from the setting of the Little Milton Conservation Area contrary to Policies ENV6 and ENV8 of the South Oxfordshire Local Plan 2035 and Policies LM4 and LM5 of the Little Milton Neighbourhood Plan and paragraphs 202 and 206 of the NPPF(2021).
The proposed development would result in the loss of tree(s) with identified bat roosting potential. Insufficient information has been submitted to establish the extent to which European protected species may be affected by the proposed development. In the absence of this essential information, the proposed development is contrary to: sections 6.2 and 8.1 of BS42020, standing advice, paragraph 99 of Circular 06/2005, Policy ENV2 of the South Oxfordshire Local Plan 2035, Policy LM6 of the Lilttle Milton Neighbourhood Plan and paragraphs 174 and 180 of the NPPF.
