The site comprises an undeveloped area of countryside between the settlements of Gallowstree Common and Sonning Common that makes a positive contribution to the natural beauty and landscape qualities of the Chilterns AONB. The proposed building due to its siting and excessive scale as demonstrated through its design and external appearance, and the proposed private way due to its siting would be visually prominent within the landscape and would fail to conserve the natural beauty of this part of the AONB. Other more suitable locations for the development need to be considered. The development is contrary to the National Planning Policy Framework and Policy ENV1 of the South Oxfordshire Local Plan 2035.

The development does not comply with the restrictions of Class A of Part 6 of Schedule 2 to The Town and Country Planning (General Permitted Development) Order 2015 (as amended) due to the overall area of the development and the proximity to Horsepond Road. Furthermore, development has already commenced in respect of the development, and therefore does not meet the requirements of Condition A.2 2 (i) of Part 6.
