Prior to the first occupation of any phase of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site for that phase of the development so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The development hereby permitted shall be carried out in accordance with the following Construction Traffic Management Plan (CTMP) details as approved under P21/S1525/DIS on 16 July 2021: · Construction Traffic Management Plan Issue 2 dated February 2021. · Construction Environmental Management Plan Issue 2 dated February 2021 The approved CTMP for that phase of the development shall be implemented prior to any works being carried out on site and shall be maintained throughout the course of that phase of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be carried out in accordance with the Christmas Hill Business Park, Thame Travel Plan Ref: NS/SC 23413-01d Travel Plan_Final b(y David Tucker Associates) approved under P22/S1894/DIS on 15 December 2022. Reason: To promote the use of non-car modes of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be fully landscaped in accordance with the Soft Landscaping Planting Plan: Drawing number 25 Rev D. The scheme shall be implemented prior to the first occupation or use of the development hereby approved and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be carried out in accordance with the Extended Maintenance Operations Year 2 to 5 following Handover Long Term Landscape Management Works Rev B December 2021. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The tree protection measures shown on approved plans 11089 TPP 01 Rev D (Overview), 11089 TPP 01 Rev D (1/3), 11089 TPP 01 Rev D (2/3) and 11089 TPP 01 Rev D (3/3) shall be put in place prior to the commencement of the S278 works and thereafter be retained in situ for the duration of the S278 works. The tree protection measures shown on approved plan C205/TPP/001 shall be put in place prior to any on site works including demolition and thereafter be retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

The developers shall ensure that there are appropriate provisions made for the control of dust emanating from the site so as not to cause undue disturbance to the occupants of nearby residential properties. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

All plant, machinery and equipment to be used by reason of the granting of this permission shall be so installed, maintained and operated so as to ensure that the rating noise level from the equipment shall be at least 5 dB below the pre-existing background noise level (L90) when measured from the nearest publicly accessible point adjacent to the nearest noise sensitive premises. Measurements and rating of noise for the purpose of this conditions shall be in accordance with BS4142:2014 -"Method of rating industrial and commercial sound'. In the event of unacceptable noise or vibration being caused by the installed plant, machinery and equipment, the applicant or persons responsible shall investigate and undertake appropriate attenuation works to resolve the problem to the satisfaction of the local planning authority. Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

External lighting for the development hereby permitted shall be undertaken in accordance with details as shown on the following drawing numbers: ·Section 278 Works Proposed Lighting Layout: S1414-S278-12M ·External Services Plan: 1057-950 P7 Reason: To protect the appearance of the area, the environment and wildlife in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be carried out in accordance with the following plans approved under application P21/S1525/DIS on 18 November 2021: · Masterplan Pump Station and Main Details S1414-04 E · Site Specific FRA and Drainage Strategy S1414/June 2021 Issue 2 -Bailey Johnson Hayes. · Masterplan Foul Water Drainage Layout Plan S1414 02 Rev G · Pump Station and Mains Details S1414 04 E Reason: To prevent pollution in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be carried out in accordance with the Biodiversity Offsetting Scheme dated 10 March 2021 as confirmed by the Trust for Oxfordshire's Environment and approved under P21/S1525/DIS on 4 August 2021. Reason: To compensate and mitigate for the net loss of biodiversity resulting from the development by providing biodiversity enhancements off site in accordance with policies ENV1 and ENV3 of the South Oxfordshire Local Plan 2035 and paragraph 180 of the National Planning Policy Framework.

No development hereby permitted shall take place except in accordance with the terms and conditions of the Council's organisational licence (WML-OR27-2020-1) and with the proposals detailed on plan 'Impact Plan' (Drawing Number 867/ B/002A dated 21.08.18). Reason: In order to ensure that adverse impacts on great crested newts are adequately mitigated and to ensure that site works are delivered in full compliance with the organisational licence WML-OR27-2020-1, Policies ENV1, ENV2 and ENV3 of the South Oxfordshire Local Plan 2035 and paragraph 180 of the National Planning Policy Framework.

The development hereby approved shall be carried out in accordance with Certificate number NSP141SODC issued by NatureSpace (dated 15 February 2021) approved under P21/S1525/DIS on 4 August 2021 which confirms that all necessary measures in regard to great crested newt compensation have been appropriately dealt with and that the development can proceed under the district newt licence. Reason: In order to adequately compensate for negative impacts to great crested newts, in accordance with Policies ENV1, ENV2 and ENV3 of the South Oxfordshire Local Plan 2035 and paragraph 180 of the National Planning Policy Framework.

No development hereby permitted shall take place except in accordance with Part 1 of the GCN Mitigation Principles, as set out in the District Licence WML-OR27-2020-1 and In addition in compliance with the following: -Works which will affect likely newt hibernacula may only be undertaken during the active period for amphibians. -Capture methods must be used at suitable habitat features prior to ground clearance or removal of such features (i.e. hand/destructive/night searches), which may include the use of temporary amphibian fencing, to prevent newts moving onto the development site from adjacent suitable habitat, installed for the period of the development (and removed upon completion of the development). Reason: In order to adequately mitigate impacts on great crested newts, in accordance with Policies ENV1, ENV2 and ENV3 of the South Oxfordshire Local Plan 2035 and paragraph 180 of the National Planning Policy Framework.

Reason: In order to promote more sustainable forms of transport and in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

The overall business floorspace (including mezzanine levels) on the site shall not exceed 16,722m2. At least 40% of the overall floorspace shall be contained within units no larger than 1,500m2 and no one unit shall be larger than 5,000m2 (measured on a gross external basis). Reason: For the avoidance of doubt and to ensure that the site is developed appropriately to meet local employment needs and to ensure that the development is acceptable in landscape terms in accordance with Policies STRAT1, DES1,DES2, DES7 and EMP2 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be carried out in accordance with the details as set out in the Christmas Hill Energy Strategy Issue no 1.1 dated 25 March 2021, approved under application P21/S1525/DIS on 10 September 2021. Reason: In the interests of energy efficiency in accordance with policies DES10 of the South Oxfordshire Local Plan 2035.

Prior to first occupation, all carbon reduction energy efficiency measures shall be implemented in accordance with the Energy Statement hereby approved and a Verification Report shall be submitted to the Local Planning Authority and approved in writing. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented. These measures shall be retained and maintained as such thereafter in accordance with the Energy Statement and Verification Report. Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.

Prior to the occupation of the development (or, in the case of a phased development, the first phase of the development), a programme of public art shall be submitted to and agreed in writing by the Local Planning Authority. Thereafter the approved works shall be carried out in accordance with the approved details and in conjunction with the Public Arts Team and implemented within 12 months of the first occupation of the development. Reason: To enhance the visual appearance of the site and contribute to a sense of place and identity, in accordance with policy DES1 Of the South Oxfordshire Local Plan 2035.
