The building the subject of the application was not solely in agricultural and does not benefit from permitted development rights afforded by Part 3, Class Q of the Town and Country Planning (General Permitted Development Order) (England) 2015 (As amended).
That, having regard to the condition and form of the existing building the works to convert the building go beyond what is reasonably necessary and what could reasonably be defined as the works of conversion and beyond the scope of development permitted by Class Q of Part 3 of Schedule 2 the Town and Country Planning (General Permitted Development Order) (England) 2015 (As amended).
That, having regard to the inadequate visibility splays at the existing access to the site, the vehicular movements associated with the creation of two dwellings would increase the risk to highway safety and other users of the highway within the vicinity and is therefore in conflict with paragraph Q.2 - (1) (a) of Class Q the Town and Country Planning (General Permitted Development Order) (England) 2015 (As amended) and paragraph 108 and 109 of the National Planning Policy Framework (NPPF).
