No development shall commence until a biodiversity mitigation and enhancement strategy (BMES) has been submitted to and approved in writing by the local planning authority. The BMES shall be consistent with the recommendations made in sections 4 and 5 of the supporting Ecological Impact Assessment Bats report (Ecological Planning & Research Ltd, 15/07/2021, Issue No: 20/82-2A). The BMES shall detail working methods, measures and precautions to be followed on site during the demolition and construction phases of development, to avoid and minimise
ecological impacts, and shall also propose a scheme of biodiversity enhancements to be provided on site. Thereafter, the development shall be
implemented in accordance with the approved BMES and all enhancements provided on site prior to first use.
Reason: To minimise the ecological impacts of development and secure biodiversity enhancements on site, in accordance with policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 174 and 180 of the NPPF.
No development shall take place until evidence that the development is registered with a BREEAM certification body and a pre-assessment report (or design stage certificate with interim rating if available) indicating that the development can achieve BREEAM level 'excellent' has been submitted to and approved in writing by the local planning authority. The development shall achieve BREEAM level 'excellent' unless otherwise agreed in writing by the Local Planning Authority.

The building shall not be occupied until a final certificate has been submitted to and approved by the local planning authority.
