Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development hereby approved shall be constructed using the materials approved under the discharge of conditions application ref:P19/S1937/DIS and as stated in the Local Planning Authority's letter dated 18/10/2019. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved all hard and soft landscape works shall be carried out in accordance with the details approved under Condition 1 above. Thereafter, the landscaped areas shall be maintained for a period of 5 years. Any trees or shrubs which die or become seriously damaged or diseased within 5 years of planting shall be replaced by trees and shrubs of similar size and species to those originally planted. Reason: To ensure the implementation of appropriate landscaping which will improve the environmental quality of the development in accordance with Policies DES1 and ENV1 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the site access onto The Broadway shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications that shall be first submitted to and approved in writing by the Local Planning Authority. Thereafter the agreed improvement works to the access and all ancillary works specified shall be undertaken, prior to the occupation/use of the development hereby approved. Reason: In the interest of highway safety in accordance with PolicyTRANS5 of the South Oxfordshire Local Plan 2035.

The southern vision splay from the site access shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority, prior to the first occupation of the development. The vision splay shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6m metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles in strict accordance with specification details agreed under application ref: P20/S4209/DIS and as stated in the Local Planning Authority's letter dated 30/11/2020. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policy TRANS51 of the South Oxfordshire Local Plan 2035

Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details agreed under application ref: P20/S4135/DIS and as stated in the Local Planning Authority's letter dated 30/11/2020 and maintained thereafter. Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The Construction Traffic Management Plan approved under application ref: P20/S3556/DIS and as stated in the Local Planning Authority's letter dated 07/12/2020 shall be adhered to throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to first occupation of the use of the development hereby permitted a Green Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site. The development shall be implemented in accordance with the approved Green Travel Plan. Reason: To promote the use of non car modes of transport in accordance with Policy TRANS4 of the South Oxfordshire Local Plan 2035.

The off-site highway works shall be provided as agreed under planning ref:P20/S1353/DIS and as stated in the Local Planning Authority's letter dated 06/08/2020. The approved works shall be implemented in full before the first occupation of the development or in accordance with a programme of implementation agreed in writing with the Local Planning Authority. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2011.

The development shall be implemented in accordance with the surface water drainage work details approved under the discharge of conditions application ref:P19/S1937/DIS and as stated in the Local Planning Authority's letter dated 18/10/2019 before the development is completed. No discharge of surface water from the site shall be accepted into the public system until the drainage works referred to in the approved details have been completed. Reason: To prevent pollution and flooding in accordance with Policies EP4 and ENV12 of the South Oxfordshire Local Plan 2035.

The development shall be implemented in accordance with the foul drainage detail works approved under the discharge of conditions application ref:P19/S1937/DIS and as stated in the Local Planning Authority's letter dated 18/10/2019. No discharge of foul or surface water from the site shall be accepted into the public system until the drainage works referred to in the strategy have been completed. Reason: The development may lead to sewage flooding; to ensure that sufficient capacity is made available to cope with the new development; and in order to avoid adverse environmental impact upon the community in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035 and the NPPF.

The development hereby permitted shall not be occupied until a minimum of two EV charging points is installed at the development site. All gas-fired boilers provided on site must meet a minimum standard of <40 mg/kWh. Reason: To ensure satisfactory standards of air quality for the residents of the development and surrounding residential properties in accordance with policies EP1 of the a South Oxfordshire Local Plan 2035.

Prior to first occupation of the use of the development hereby permitted all mitigation methods proposed in the noise report by Paragon Acoustics on 18/04/2018 (namely Section 7.1) are implemented and retained. Reason: To safeguard the amenities of the occupiers of the proposed development in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.

The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.

The works shall be carried out in accordance with the details agreed in the contaminated land Remediation Strategy under application reference P20/S1332/DIS and as agreed in the Local Planning Authority's letter dated 14/09/2020. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

The development shall not be occupied until the previously approved remediation strategy, as set out in condition 16, has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in accordance with the recommendations made in section 6.3.1 of the supporting Preliminary Ecological Appraisal (Windrush Ecology Ltd, 19/04/2018, Ref: W2669_rep_Broadway, Didcot_19-04-18). Reason: To secure a net-gain for biodiversity on the site, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035 and paragraph 109 of the NPPF.

A boundary fence of at least 1.8m high shall be erected adjacent to Network Rail's boundary, in accordance with the details approved under the discharge of conditions application ref:P19/S1937/DIS and as stated in the Local Planning Authority's letter dated 18/10/2019. The fence shall be erected prior to the first occupation or use of the development and thereafter be maintained in accordance with the approved scheme and maintained in accordance with the approved details. Reason: In the interests of public safety to accord with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
