On the basis of the submitted and available information, and on the balance of probability, the District Council is satisfied that the properties known as Archdale Cottage & Juggins Cottage (26A and B High Street), Wheatley OX33 1XX have been continuously occupied as separate dwellinghouses for a period of at least four years before the application date. As such, the use is lawful by virtue of Section 191 of the Town and Country Planning Act 1990 (as amended) as the time limit for which enforcement action could be taken has passed in accordance with Section 171B of the Act.
