The use of the land edged red for stationing 136 mobile homes would comprise an intensification of such scale and kind, as to result in a definable change in the character of the site and use. Having regard to all the material facts and potential on-site and off-site impacts, officers are of the opinion that the proposed development, as a matter of fact and degree, constitutes a material change of use. Therefore, planning permission for the proposal would be required. The proposal cannot be considered lawful under S.192 of the Town and Country Planning Act 1990 (amended).
