The proposal fails to secure a mixed and balanced community across the whole of the site as the affordable homes are concentrated to one area. The proposed affordable homes would be distinguishable in appearance to the market units and would not be evenly distributed amongst the market homes. In the absence of a suitable scheme for affordable housing and a completed S106 legal agreement, the proposal fails to secure affordable housing to meet the needs of the district. As such, the proposal is contrary to the National Planning Policy Framework, Policy H9 of the South Oxfordshire Local Plan 2035 and Policy SA1 of the Pyrton Neighbourhood Plan 2019-2034.

The proposed built form and layout of the site has not been designed for the intended use and is not an appropriate design response for the proposed development. The car parking is not integrated with the homes and the amount and quality of amenity space for future residents is low. The development does not achieve design high standards and differentiates between the design quality of market and affordable housing. As such, the proposal is contrary to the National Planning Policy Framework, Policy DES1 of the South Oxfordshire Local Plan 2035 and Policies H2 and D1 and Pyrton Neighbourhood Plan 2019-2034.

In the absence of a completed S106 legal agreement, the proposal fails to secure infrastructure necessary to meet the needs of the development. As such, the development is contrary to the National Planning Policy Framework, Policy INF1 and EP3 of the South Oxfordshire Local Plan 2035 and Policy C2 of the Pyrton Neighbourhood Plan 2019-2034.
