The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P21/S5226/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 0.20, 0.50 Rev A, 0.40 Rev A, 0.10, 1.30, 1.50 Rev B, 1.51 Rev A, 1.50D, 1.51E, 1.40N and 1.60B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P21/S5226/DIS

Prior to the commencement of the second floor extension hereby approved, a photographic schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies H1, H3, ENV8, DES1 and DES2 of the South Oxfordshire Local Plan 2035. Cycle parking facilities shall be provided prior to the occupation of the development hereby approved in accordance with the details shown on drawing no. 1.40, Rev N. Thereafter, the cycle parking shall be retained as approved. Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035. All habitable rooms with windows fronting Duke Street at first and second floor level shall be provided with mechanical ventilation extracting air from the rear of the property. The mechanical ventilation shall be provided in accordance with a scheme which shall be first submitted to and approved in writing by the Local Planning Authority. Such mechanical ventilation shall be retained as approved (until such time as it can be demonstrated that the concentration of nitrogen dioxide at the window to that room does not exceed the national Air Quality Objective of 40mg.m-3 measured as an annual mean). Reason: To ensure satisfactory standards of air quality for residential occupiers in accordance with Policy EP1 of the South Oxfordshire Local Plan 2035 and Paragraphs 8, 108, 110, 111, 150, 170, 180 and 181 of the NPPF.

Prior to the occupation of the development hereby approved details of refuse and recycling storage shall be submitted to and approved in writing by the Local Planning Authority. The refuse and recycling storage shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved and retained thereafter. Reason: To ensure adequate provision for the management of waste in accordance with Policy EP3 of the South Oxfordshire Local Plan 2035.
