The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P23/S3043/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, GA.1300, 3668-202 rev E, 3668-201 rev C, 3668-200 rev C, 3668-203 rev D, 32632A-1 and HTS-TPP-01A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P23/S3043/DIS

The development hereby approved shall be implemented in strict accordance with the measures stated in page 3 and 5.3.2 of the preliminary ecological appraisal (June 2020, Elite Ecology). In addition, three of the recommended site enhancements in section 5.4 of the PEA shall be implemented on site. The placement of these enhancements should be informed by an ecologist and a letter of confirmation of which of these enhancements have been implemented and the location, must be sent to the local planning authority (LPA). Reason: To minimise the impacts of development on biodiversity and achieve net gains for biodiversity, in accordance with Policies ENV2, ENV3 and ENV4 of the South Oxfordshire Local Plan 2035, and paragraph 170 of the NPPF. The timber outbuilding to the north of the application site, shown to be demolished, shall be taken down and removed by hand. Following this the tree protection details as shown on the approved drawing HTS-TPP-01A shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies DES1, DES2, DES5 and ENV1, ENV2 and ENV3 of the South Oxfordshire Local Plan 2035. That those buildings shown to be demolished on the plans accompanying the application shall be demolished, and any demolished material which is not to be utilised in the new development shall be removed from the land, before the development hereby permitted commences, and this provision shall apply unless an alternative scheme for the phased demolition of the building(s) and removal of materials is first submitted to and approved in writing by the Local Planning Authority. Reason: To ensure satisfactory comprehensive development in accordance with Policies DES1, DES2, DES3, DES4, DES5, ENV1 and H18 of the South Oxfordshire Local Plan 2035.

Following the demolition of the existing buildings and clearance of the site and prior to the commencement of any engineering operations and / or building works hereby approved full details of a remediation strategy shall be submitted to and approved in writing by the Local Planning Authority, and thereafter be implemented in accordance with the approved scheme. Reason: To ensure the site will be rendered suitable for its proposed residential use in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this. Thereafter the development shall be carried out in accordance with the approved details. Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality, in accordance with Policies EP4 and H18 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development, a full surface water drainage scheme, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 10 year storm + 40% CC and shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality, in accordance with Policies EP4 and H18 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of the development hereby approved full details, including planting species to be used for the external green roofs of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the plants dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new plant or equivalent number of plants, as the case may be, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1, DES2, DES3, ENV1, and H18 of the South Oxfordshire Local Plan 2035.

The landscaping scheme as shown on the approved plan HTS-TPP-01A shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies DES1, DES2, DES3, ENV1, and H18 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing no. 3668/203, Rev D, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety in accordance with Policies TRANS5 and H18 of the South Oxfordshire Local Plan 2035.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1, DES2, DES3, ENV1, and H18 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1 of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of visaul amenity and landscape setting in accordance with Policies DES1, DES2, DES3, ENV1, and H18 of the South Oxfordshire Local Plan 2035.
