That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 05401-2020, TPP 05401 2020 R1, MDP-PM-01 Rev V 1, MDP-PM-01 Rev V4 and 01 A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P21/S3265/DIS

Prior to the commencement of development - other than demolition - a full surface water drainage scheme, including details of the size, position and construction of drainage works, coupled with PPG measures shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 10 year storm + 40% CC and will be implemented in accordance with the approved details prior to the occupation of the development hereby approved. That, prior to the commencement of development - other than demolition - a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this. The approved drainage details shall be carried out prior to the occupation of the development hereby approved. Reason: To prevent pollution in accordance with Policy INF4 of the South Oxfordshire Local Plan 2035. Related application(s): P21/S3265/DIS

Prior to the commencement of the development a phased risk assessment shall be carried out by a competent person in accordance with current government and Environment Agency Guidance and Approved Codes of Practice. Each phase shall be submitted to and approved in writing by the Local Planning Authority. Phase 1 shall incorporate a desk study and site walk over to identify all potential contaminative uses on site, and to inform the conceptual site model. If potential contamination is identified in Phase 1 then a Phase 2 investigation shall be undertaken. Phase 2 shall include a comprehensive intrusive investigation in order to characterise the type, nature and extent of contamination present, the risks to receptors and if significant contamination is identified to inform the remediation strategy. Phase 3 requires that a remediation strategy be submitted to and approved by the LPA to ensure the site will be rendered suitable for its proposed use. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035. The development shall not be occupied until any previously approved remediation strategy has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035. Construction of the dwelling hereby approved shall not proceed above finished floor (slab) level until full details of the external materials and finishes to be used in the construction of the building have been submitted to and approved in writing by the local planning authority. As a minimum, the written details shall include a photographic example of each material and/or finish, the material name and manufacturer/supplier name. Thereafter the development shall be completed in accordance with the approved details. Reason: To ensure the development is compatible with its surroundings, to protect the visual amenities of the Green Belt and rural character and appearance of the area in accordance with Policies DES1 and DES6 of the South Oxfordshire Local Plan 2035. Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan (location and block plan 01 A) and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, a biodiversity enhancement plan (BEP) shall be submitted to and approved in writing by the local planning authority. The BEP should be based off of the recommendations made in section 6.3 of the supporting Preliminary Ecological Appraisal Report (Smart Ecology Ltd, 11/08/2020, 2020-053) and include the provision of compensatory planting for removed trees (cross referencing landscaping plans where appropriate). Thereafter, the approved BEP shall be implemented fully with all biodiversity enhancements delivered prior to first occupation. Reason: To compensate for the loss of habitat on site and deliver net gains for biodiversity, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035.

The dwelling hereby approved shall not be occupied or brought into use until the planting of a wild meadow has been carried out in full in accordance with written details that shall first be submitted to and approved in writing by the Local Planning Authority. The written details shall include: - Details of the species, locations and numbers of all trees and shrubs to be planted - Details of a wildflower mix to be planted (with specific regard to the planting of native species of benefit to pollinators); - Written planting and maintenance specifications. In the event of any of the trees, shrubs or hedges planted as part of the approved scheme dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree, shrub or hedge of equivalent number and species, or of a species and number as first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings and to ensure biodiversity enhancements are secured in accordance with Policy DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035.

That the building specified in the application and shown on drawing 01 Rev A to be demolished shall be demolished within 3 months of the first occupation of the dwelling hereby permitted. Reason: To ensure that the development does not result in the addition of a dwelling in an unsustainable location and to protect the Green Belt from inappropriate development and harm to its openness in accordance with Policy STRAT6 Cof the South Oxfordshire Local Plan 2035.

The tree protection details as shown on the approved Arboricultural Report dated July 2020 Ref: SCD 05401/2020 and tree protection plan ref TPP 05401 2020 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policy ENV1 of the South Oxfordshire Local Plan 2035.

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent nuisance to adjoining residential occupiers from light spillage. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV3 and DES6 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Classes A, B, C, D and E of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To protect the openness, character and appearance of the Green Belt and to ensure sufficient outdoor amenity space is retained for future occupiers of the property in accordance with Policies STRAT6 and DES5 of the South Oxfordshire Core Strategy 2035.
