Prior to the commencement of development detailed plans showing the existing and proposed ground levels of the site together with the slab and ridge levels of the proposed development, relative to a fixed datum point on adjoining land outside of the application site, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to commencement of the ground floor slab samples of the materials to be used for the external walls and roofs have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policy G2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development a Construction Traffic Management Plan (CTMP) and Operations Routing Plan shall be submitted to and approved in writing by the Local Planning Authority. This should concentrate on routing traffic away from the town centre as detailed in the TA Para. 3.2.3 - 3.2.4. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development on the site, a Construction Method Statement (CMS) shall be submitted to the Local Planning Authority for approval in writing.. The CMS shall include the following: a) the parking of vehicles of site operatives and visitors; b) loading and unloading of plant and materials; c) storage of plant and materials used in constructing the development; d) the erection and maintenance of security hoarding including decorative displays and facilities for public viewing, where appropriate; e) wheel washing facilities; f) measures to control the emission of dust and dirt during construction; g) a scheme for recycling/disposing of waste resulting from demolition and construction works; h) measures for the protection of the natural environment; The development shall not be carried out otherwise than in accordance with the approved Construction Method Statement and shall be adhered to throughout the construction period. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, a full surface water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Prior to construction of any part of the development to slab level a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development hereby permitted, full construction details of the proposed means of access footway and informal crossing works shall be submitted to and approved in writing by the Local Planning Authority. The means of access, footway and informal crossing works shall be completed prior to first occupation and retained thereafter. Reason: In the interest of highway safety in accordance with Policy CSM1 of the South Oxfordshire Core Strategy 2027.

Prior to commencement of the ground floor slab details of solar panels and air source heat pumps have been submitted to and approved in writing by the Local Planning Authority. Thereafter development will be undertaken in accordance with the approved details. Reason: In the interests of energy efficiency in accordance with policies CSQ1 and CSQ2 of the South Oxfordshire Core Strategy 2027.

Prior to the construction of the superstructure of Unit 320 as shown on dwg no 19183 P0002 REV E, a scheme for the provision and management of a 10 metre wide buffer zone alongside the watercourse, known as Bradford's Brook, shall have been submitted to, and approved in writing by, the local planning authority: The scheme shall include: a) plans showing the extent and layout of the buffer zone; b) details of any proposed planting scheme (including for example, native species); and c) details demonstrating how the buffer zone will be protected during development and managed over the longer term and the named body responsible for management plus the production of a detailed management plan. The development shall be carried out in accordance with the approved scheme and retained thereafter. Reason: To minimise the impacts of development and protect biodiversity, in accordance with Policies C6, C8 and C9 of the SOLP, Policies CSG1 and CSB1 of the South Oxfordshire Core Strategy 2027 and paragraph 170 of the NPPF.

Prior to first occupation of the development a programme of public art shall be submitted to and agreed in writing by the Local Planning Authority. Thereafter the approved works shall be carried out in accordance with the approved details and in conjunction with the Public Arts Team and implemented within 12 months of the first occupation of the development. Reason: To enhance the visual appearance of the site and contribute to a sense of place and identity, in accordance with policies D1 and D12 of the South Oxfordshire Local Plan 2011, CSQ3 of the South Oxfordshire Core Strategy 2027 and the Revised Draft Section 106 Planning Obligations SPD (August 2017).

Prior to the first occupation of the development hereby approved, the parking for cars, lorries and bicycles and all associated turning areas shall be provided in accordance with the approved plan 19183 P0002 REV E and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance Policy CSM1 of the South Oxfordshire Core Strategy 2027.

The framework travel plan will be updated within 3 months of occupation of each of units 100, 200 and 300 with updated travel survey information and a detailed action plan. This updated plan should be produced in line with Oxfordshire County Councils Guidance documents and submitted to the local plan authority for approval. A full Travel Plan for each of the units 100, 200 and 300 shall be submitted for approval within 3 months of first Occupation thereof. Reason: To promote the use of non-car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

Prior to first occupation of the development a maintenance schedule and a long term management plan for the soft landscaping works shall be submitted to and approved in writing by the Local Planning Authority. The schedule and plan shall be implemented in accordance with the agreed details and programme. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The landscaping scheme as shown on the approved plan A3480-05B shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved landscape management plan in condition 15. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until it can be demonstrated that it has achieved at least a BREEAM Excellent standard. Reason: To ensure high standards of sustainable design and construction in accordance with Policy CSQ2 of the South Oxfordshire Core Strategy 2027.

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent light pollution. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, a scheme to provide Electric Vehicle Charging Points (a minimum of 1 per every 10 parking spaces) shall be submitted to and approved in writing by the Local Planning Authority. Thereafter each Electric Vehicle Charging Point shall be installed and operational prior to the occupation of any building. Reason: To ensure sustainable forms of transport are provided in accordance with Policy CSQ2 of the of the South Oxfordshire Core Strategy 2027.

No units shall be occupied until confirmation has been provided that the water network can accommodate the additional foul flows from the development and if any upgrades are required to serve the development, these have been completed. Reason - To ensure there is adequate capacity in the water network in order to avoid sewage flooding and/or potential pollution incidents in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

There development hereby approved shall be undertaken in accordance with the Energy Strategy prepared by mba consulting engineers dated 20 March 2020. Reason: To ensure a high quality development featuring sustainable design and construction and renewable energy in accordance with policies CSQ1 and CSQ2 of the South Oxfordshire Core Strategy 2027.

The development hereby approved shall be implemented strictly in accordance with the ecological mitigation and enhancement measures stated in section 5 of the supporting Ecological Assessment Report (Ecology Solutions, March 2020, Ref: 8560.EcoAs.vf3). For the avoidance of doubt, this condition requires the 10 metre easement of Bradford s Brook to be cordoned off with fencing and maintained as such throughout the construction phase. Reason: To minimise the impacts of development on biodiversity, in accordance with Policies C6 and C8 of the SOLP, Policy CSB1 of the South Oxfordshire Core Strategy 2027 and paragraph 170 of the NPPF.

The office floor space hereby approved for all units hereby approved shall at no time be used other than for purposes ancillary to or in connection with the principal use of the site/building. Reason: In the interests of highway safety.

The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

No power tools or machinery shall be operated on the premises outside of the hours 08:00 - 18:00 Monday to Friday and 08:00 - 13:00 on Saturdays. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To safeguard the amenities of nearby occupiers and the area generally in accordance with Policies G2 and EP2 of the South Oxfordshire Local Plan 2011.
