The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 3164 - 323 C, 3164 - 324 C, 3164 - 322 D, 3164 - 320 C and 3164 - 321 C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P21/S1816/DIS, P21/S2981/DIS

Prior to the use or occupation of the new development, the car parking spaces shown on approved drawing number 3164/322 D shall be constructed, surfaced with permeable materials, and marked out. Thereafter, the parking spaces shall be kept permanently free of any obstruction to such use. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035 Related application(s): P21/S1816/DIS

All materials to be used externally in the construction shall be identical to those used in the recently constructed houses to the west, approved by planning permission P19/S0538/FUL, unless otherwise first approved in writing by the Local Planning Authority. Prior to the commencement of development, a full surface water drainage scheme, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 100 year storm + 40% climate change allowance and will be implemented in accordance with the approved details prior to the commencement of the development hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policies EP4 of the South Oxfordshire Local Plan 2035. That, prior to the commencement of development, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this. The approved scheme shall be implemented prior to first occupation of the development. Reason: To prevent pollution in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035. That a scheme for the landscaping of the site, including the planting of live trees and shrubs, and the retention of the remaining calcareous grassland, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented prior to the first occupation or use of the development hereby approved and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy ENV1 of the South Oxfordshire Local Plan 2035.

The approved tree pits shall be installed in accordance with the details shown on the submitted drawing no ELE22909-30. Reason: To ensure the establishment of trees that will become visually important, contributing to the amenity value of the area, in accordance with Policy ENV1 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of any site works (including demolition or site clearance) the tree protection measures shown on the submitted drawing no PR122702-03B shall be fully implemented. The measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy ENV1 of the South Oxfordshire Local Plan 2035.

No development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include indications of all existing hedgerows and priority grassland on the site, and details of any to be retained, together with measures for their protection in the course of development. Thereafter the development shall be carried out in accordance with the approved details. Reason: To help to assimilate the development into its surroundings in accordance with Policy of the South Oxfordshire Local Plan 2035.

Refuse and recycling storage, and arrangements to ensure collection of refuse and recycling, shall be implemented prior to first occupation of the development in accordance with details which shall have been first submitted to, and approved in writing by, the Local Planning Authority. Reason: To ensure adequate provision for the management of waste in accordance with Policy DES7 of the South Oxfordshire Local Plan 2035.

Details of all external and internal boundary treatments, including walls, fences and any other means of enclosure, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of any development. All such approved means of enclosure shall be erected prior to the first occupation of the development, and shall thereafter be retained. Reason: In the interests of the visual appearance of the development in accordance with Policy DES2 of the South Oxfordshire Local Plan 2035.

No development shall commence unless and until a certificate confirming the agreement of an Offsetting Provider to deliver a Biodiversity Offsetting Scheme totalling a minimum of 3.17 biodiversity units has been submitted to, and approved in writing by, the local planning authority, The details of the biodiversity enhancements shall be documented by the Offset Provider and issued to the Local Planning Authority for its records. Reason: To compensate for the net loss of biodiversity resulting from the development by providing biodiversity enhancements off site (Policy ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 170 and 175 of the NPPF)

Prior to the first occupation of the development, a long-term management plan for the remaining calcareous grassland on the site shall be submitted to, and approved in writing by, the Local Planning Authority. This shall include the following: (i) Description and evaluation of the features to be managed (ii) Ecological trends and constraints on site that may influence management; (iii) Aims and objectives of management; (iv) Appropriate management options for achieving aims and objectives; (v) Prescriptions for management actions for a 20 year period; (vi) Preparation of a work schedule (including a 5 year project register, an annual work plan and the means by which the plan will be rolled forward annually); (vii) Personnel responsible for implementation of the plan; (viii) Monitoring and remedial / contingencies measures triggered by monitoring. The plan shall be carried out as approved, unless otherwise approved in writing by the Local Planning Authority. Reason: To make appropriate provision for natural habitat within the approved development and to provide a reliable process for implementation and aftercare in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035
