Conditions / Refusal Reasons
The development hereby permitted shall begin no later than two years from the date of approval of the last of the reserved matters to be approved. Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P20/S3169/DIS, P20/S4871/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 366 107 rev 1, 366 108, 366 109, 366 105, 366 102 REV3, 366 106, 366 101 REV 6 and 366 100 REV 4, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved, a photographic schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, a full surface water drainage scheme, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 10 year storm + 40% CC and will be implemented in accordance with the approved details prior to the construction of the dwellings hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality. in accordance with Policies EP1 and EP6 of the South Oxfordshire Local Plan 2011.

The windows serving the stair well in the west facing elevation of Unit 1 hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity and shall be fixed shut, prior to the first occupation of the accommodation and it shall be retained as such thereafter. The first floor en-suite bathroom window in the east facing elevation of Unit 2 shall be glazed in obscure glass with a minimum of level 3 obscurity and will be a bottom hung single fan light with its opening restricted to 100mm prior to the first occupation of the accommodation and it shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 366 100 Rev 4 and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the dwellings, vision splays measuring 2.4 metres by 90 metres shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
