The loss of the shop (A1 usage) to a dwellinghouse (C3 usage) would be undesirable as this would result in an inadequate provision of such services contrary to paragraphs 91 & 92 of the NPPF. Insufficient evidence has been provided to demonstrate that services could not continue to be provided, so it is held that there is a reasonable prospect of the building being able to provide such services. This cannot be addressed with the imposition of conditions so prior approval is refused.
