That the loss of the A1 retail unit at ground floor level to a residential use (C3 use) would undermine the vibrancy and commercial vitality of Thame town centre and result in the loss of a small scale employment opportunity that contributes positively to the diversity and attractiveness of this part of Thame. The proposal is therefore contrary to the policies STRAT1, TH1 and TC2 of the Adopted South Oxfordshire Local Plan 2035 and policies WS2 and WS7 of the Thame Neighbourhood Plan 2013.
