Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 03 REV 01, MCA_MUK2353_01 B, T1, April 2020, TS4000 rev B, 19298_S_E01, 06, P103, P101, P102, P104, 04, 05, 19278S, 700 P01, P-TPP, 02 Rev A and 01 Rev02, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Except in the case of any building work hereby permitted, no change in the levels of the land shall take place other than already agreed under application P20/S0970/DIS, unless in accordance with a detailed scheme which shall have been submitted to and approved in writing by the Local Planning Authority before any development commences on site. The scheme shall include details of existing and proposed ground levels. Reason: In the interests of the visual appearance of the development in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The landscaping scheme as shown on the approved plan Landscape Planting Plan 700 P01 shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The tree protection details as shown on the approved Tree Constraints Plan - P - TPP shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

That the buildings and use of land hereby permitted shall, unless agreed in writing by the Local Planning Authority, be used solely for the purpose of the existing 'Community Football Club' and purposes specified under the previous planning permission P07/E1669 and for no other purpose, including the use for car boot sales, whatsoever. Reason: Because permission is granted only in view of the community benefit which this permission would bring in accordance with Policy CF2 of the South Oxfordshire Local Plan 2035.

The floodlighting hereby approved shall be implemented in accordance with the detail provided in the report submitted by Highlights Flooding Ltd dated 24-05-19 and thereafter maintained in accordance with these details. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.

The use of the artificial pitch floodlighting shall be restricted to between 8:00 am to 10:00 pm Monday to Thursday, and 8:00 am to 8:00 pm on Thursday to Sunday. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035

The development shall be implemented in accordance with the surface water drainage details as agreed under application P20/S0970/DIS prior to the first use of the artificial pitch. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
