Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years from the date that planning permission was granted in respect of application P19/S2090/FUL. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PL.304 Rev C, PL.305 Rev B, 302 Rev C, PL.303 Rev B, PL-101 and GA.1210 Rev C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the submitted Proposed Materials documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H4, G2 and D1 of the South Oxfordshire Local Plan 2011.

The flintwork on the exterior of the development hereby permitted shall be constructed using traditional knapped flint, individually laid as part of the construction and lime mortar. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 302 Rev C and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The internal and external boundary walls, fences and other means of enclosure shall be implemented in accordance with the details "Proposed boundary treatment" submitted with application P19/S3259/DIS and shall be erected prior to the first occupation of the dwelling and thereafter so maintained. Reason: In the interests of the visual appearance of the development and to ensure no harm is caused to trees in accordance with Policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies C9, G2 and D1 of the South Oxfordshire Local Plan 2011.

The landscaping scheme as shown on approved plan MJP/003B submitted with application P19/S2090/FUL, shall be implemented prior to the first occupation of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The tree protection details as shown in the approved Arboricultural Report - Arboricultural Method Statement dated November 2019 prepared by Consulting with Trees submitted with application P19/S3259/DIS shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

The development hereby approved shall be implemented in accordance with the measures stated in the "Conclusions and Recommendations" section of the supporting ecological survey report letter (AA Environmental Ltd, 29/08/2018, Ref: 183281/JDT) submitted with application P19/S2090/FUL. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To minimise the impacts of development on biodiversity, in accordance with paragraph 170 of the NPPF, Policy CSB1 of the SOCS and Policies C6 and C8 of the SOLP.

Prior to the occupation of the dwelling a repeat condition survey of the road and verge between the gates to the site and the east side of the vehicular access to the King William IV public house shall be undertaken and submitted to the Local Planning Authority together with a restoration/improvement scheme to make good damage to the road and verges apparent since the condition survey of the road submitted with application P19/S3259/DIS. The approved scheme shall be implemented prior to the occupation of the final dwelling. Reason: To mitigate the impact of construction vehicles on the surrounding road network, and infrastructure in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order, and the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order, shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies H12, G2 and D1 of the South Oxfordshire Local Plan 2011.
