The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, P 04, 7853-BP, 8191011-4301, 8191011-4302, P 02, P 03, 8191011-4201, 8191011-4202, P 01, P 05 Rev A and 8191011-4101 Rev B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P21/S3594/DIS

Details, including drawings as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. Joinery details for the threshing barn doors b. Details of all boundary treatments, hardstanding and landscaping to private amenity spaces c. Details of any external lighting Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policies DES1, ENV1, ENV6 and ENV7 of the South Oxfordshire Local Plan 2035. The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. All areas of making good of tile roof, weather boarding, brick and flint work to be in matching materials and all knapped flint is to be tightly bonded in lime mortar. Reason: In the interests of the visual appearance of the development in accordance with Policy DES1, ENV1, ENV6 and ENV7 of the South Oxfordshire Local Plan 2035. Prior to the commencement of any works on buildings 1 or 3, as identified in the supporting Bat Survey Reports (Daniel Ahern Ecology, November 2020), evidence of the successful receipt of a European protected species licence shall be submitted to the local planning authority. Reason: To protect the important species on site, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 170 and 175 of the NPPF. Prior to the commencement of the development hereby approved, including any demolition, stripping or preparatory works, a biodiversity mitigation and enhancement strategy (BMES) shall be submitted to and approved in writing by the local planning authority. The BMES shall detail working methods, precautions and measures to be followed on site, and propose a comprehensive and detailed scheme of biodiversity enhancements for the site. For the avoidance of doubt, the BMES shall include details of the specification, position and number of features to compensate for impacts on birds and bats in the proposed development. Thereafter, the development shall be implemented strictly in accordance with the approved BMES. Reason: To minimise the impacts of development and secure biodiversity enhancements, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 170 and 175 of the NPPF

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan (P-01) and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development, full surface water and foul drainage schemes shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved. Reason: To prevent pollution and flooding in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
