Conditions / Refusal Reasons
The application site does not lie within the built-up limits of Whitchurch Hill and does not meet the definition of infill development. As such the principle of the development is not acceptable as the development fails to accord with Policy CSS1 and CSR1 of the South Oxfordshire Core Strategy (SOCS, 2012), saved Policy H4 of the South Oxfordshire Local Plan (SOLP, 2011) and Policy STRAT1, H1, H8, H16 of the emerging South Oxfordshire Local Plan (eSOLP, 2035).
The proposed development would result in the loss of an existing important woodland which would be detrimental to the rural and wooded character and appearance of the area and would fail to conserve or enhance the Chilterns Area of Outstanding Natural Beauty. As such the development would fail to adhere to the National Planning Policy Framework (NPPF, 2019), Policies CS1, CSQ3 and CSEN1, saved Policies D1, G2, G4, H4, C9 of the South Oxfordshire Local Plan (SOLP, 2011) and Policies DES1, DES1, H1, H8, H16, ENV1 and STRAT1 of the emerging South Oxfordshire Local Plan (eSOLP, 2035).
Without adequate information to demonstrate otherwise, the proposed development would result in a net loss of important area of biodiversity supporting woodland. As such the development would fail to adhere to the National Planning Policy Framework (NPPF, 2019), saved Policies C6 and C8 of the South Oxfordshire Local Plan (SOLP, 2011) and Policies ENV2 and ENV3 of the emerging South Oxfordshire Local Plan (eSOLP, 2035).
