(Variation of condition 2 (approved plans) of Planning Permission
P16/S4099/FUL & P18/S0442/FUL - Extensions and alterations to school buildings to include extensions to the Junior School and STEM centre. New 6th Form college to replace previously approved performance centre and alterations to car park layout. (As supported by applicant's letter received on 07 February 2017 and by the Highway Consultant's letter received on 07 February 2017 and Bat Surveys and method statement mitigation received 22nd June 2017
Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans (under planning permission P18/S3313/FUL); 3323 250 D, 3323 251 D, 3323 252 C, 3323 254 C, 3323 255 H, 3323 256 F, 3323 257 F, 3323 258 E, 3323 259 C, 3323 260 C and 3323 263 E, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan Policies.
The development shall be completed strictly in accordance with the details of the Construction Traffic Management Plan (October 2017) approved by the district council on 22nd June 2017 under discharge of condition application reference P17/S3900/DIS.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The development shall be completed strictly in accordance with the methodology detailed within the Natural England Bat License (reference 2017-32841-EPS-MIT) and the WML-A13a-E5a&b - WORK SCHEDULE FOR BAT ANNEXED LICENCE approved by the district council on 21st March 2018 under discharge of condition application reference P18/S0610/DIS.
Reason: To protect the important species on the site, in accordance with policy ENV2 of the South Oxfordshire Local Plan 2035.
The development shall be completed strictly in accordance with the details and recommendations of the Tree Protection Plan (number HTS02GP) approved by the district council on 22nd June 2017 under discharge of condition application reference P17/S3900/DIS.
Reason: To safeguard trees which are visually important in accordance with Policy ENV1 of the South Oxfordshire Local Plan 2035.
The development shall be completed strictly in accordance with the details of the 3323: Cranford House Sixth Form External Materials Schedule 2019 05 (approved by the district council on 2 August 2019 under non-material amendment application P19/S2322/NM) and the Email from Day Tanner dated 9th October 2018 (approved by the district council on 5th November 2018 under discharge of condition application reference P18/S3321/DIS).
Reason: To safeguard the special architectural or historic interest of the listed building and ensure the development is of a high quality design in accordance with policies ENV6, ENV7, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The development shall be completed strictly in accordance with the details of drawing number 3350 363 - Listed Building Details as approved by the district council on 5th November 2018 under discharge of condition application reference P18/S3321/DIS.
Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policies ENV6 and ENV7 of the South Oxfordshire Local Plan 2035.
The surface water drainage scheme shall be implemented strictly in accordance with the details of (1) Surface water and foul drainage design document by Ridwood; (2) Management and Maintenance statement by Ridwood; (3) Drainage plans RL18301-DR-21; (4) Drainage plans RL18301-DR-22; (5) Drainage plans RL18301-DR-23; (6) Drainage plans RL18301-DR-24, approved by the by the district council on 21 October 2021 under discharge of condition application reference P20/S2974/DIS.
Reason: In interests of ensuring the site is drained sustainably in accordance with Policy EP4.
The submitted travel plan (under planning permission P16/S4099/FUL) shall be revised in line with comments made by the Local Highway Authority dated 12th January 2017 and re-submitted to the Local Planning Authority for approval prior to 1 May 2021.
Reason: In the interests of highway safety and the local highway network in accordance with Policies TRANS4 and TRANS5 of the South Oxfordshire Local Plan 2035.
Prior to the 1 May 2021, a Car Parking Strategy Document (including a drawing of the car park) shall be produced and submitted for approval by the Local Highway Authority. The approved document shall be disseminated and publicised to parents and/or guardians and other users in order that highway safety is maintained and the one-way system adopted is complied with.
Reason: In the interests of highway safety, the local highway network and providing appropriate parking solutions in accordance with Policy TRANS5 and DES1 of the South Oxfordshire Local Plan 2035.
The parking and turning areas shall be provided in accordance with the approved Car Park Plan drwg 16-TS-005-01 rev D and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
