Owed to layout, scale and design of the development, the plot would be overdeveloped. In turn this will have a several adverse impacts. It is considered by virtue of the buildings scale, it will not respond positively to the spacious grain and character of local area, on the edge of the Town. The substantial bulk and depth of the building will dominate the street scene and visually erode the semi-rural appearance of the area to and from the countryside. The development does not result in adequate private external amenity space for future occupants and the building will appear overbearing, oppressive and result in a sense of being overlooked. This will substantially reduce the enjoyment of private neighbouring spaces at 184 Abingdon Road. There is also ambiguity in the submitted drawings, resulting in poor pedestrian connectivity and waste collection provision. The scheme is not of a high-quality design. As a result, the development is contrary to policies CSQ3 of the South Oxfordshire Core Strategy 2012, policies H4, D1, D3, D4 and D10 of the South Oxfordshire Local Plan 2011 and policy guidance contained the National Planning Policy Framework 2019.
