Conditions / Refusal Reasons
That, having regard to the need to provide sustainable and covered cycle parking the rewording of condition 17 to include 'until the last house is occupied' does not provide comfort of the required provision which is a requirement of the planning approval P18/S4020/FUL. Reason: To encourage the use of cycles as a means of transport in the interests of sustainability and in accordance with policies T1 & T2 of the South Oxfordshire Local Plan 2011 and Policies CS1 & CSM1 of the South Oxfordshire Core Strategy and National Policies.

That, having regard to the need to ensure suitable Biodiversity offset measures are implemented within new development, Condition 18 should not be revoked but implemented as per the original condition on planning approval P18/S4020/FUL. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.
