The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

P23/S2971/DISThat the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 19 045 04, 19 045 03, 19 045 02, 19 045 01, LOC001, 19 045 05 and 19 045 06 rev A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies H16, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The landscaping scheme as shown on the approved plan 19/045-06 Rev A shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The tree protection details as shown on the approved plan ref. 19/045-05 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the first occupation of the development, a full surface water drainage scheme, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 100 year storm + 40% CC and will be implemented in accordance with the approved details prior to the occupation of the development hereby approved.
Reason: To prevent pollution and flooding in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 19/045-04 and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The development hereby approved shall be implemented in accordance with:
a. The recommendations made in section 5 of the supporting Bat Report (Karen Lunan, 22/07/2021, Ref: 038.01_11Henton_Batrep_final). For the avoidance of doubt, this condition requires a single integrated bat box, such as the Habitat Box 001 (other alternatives shown in appendix 3), to be provided in the southern side elevation of the approved dwelling at a height of not less than 4 metres above ground level.
b. The Temporary Works Block Plan (drawing no: 19/045-05, August 2021), with bank planting including the species listed in section 5.3.3 of the supporting Preliminary Bat Roost Assessment Report (Karen Lunan, October 2020, Ref:
038_11Henton_PRA_final).
c. The recommendations for ecological mitigation and enhancement made in the supporting Ecological Ditch Assessment for Planning Application at Henton Report (Bywater Ecology, 10/08/2021).
The approved biodiversity features (boxes and planting) shall be provided on site prior to first occupation and retained as such.
Reason: To minimise the ecological impacts of development and secure net gains for biodiversity, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan and paragraphs the National Planning Policy Framework.
Following demolition, but prior to the commencement of any other development hereby approved, an Energy Statement, including SAP calculations in line with the recognised methodology set by Government, demonstrating how the development will achieve at least a 40% reduction in carbon emissions compared with code 2013 Building Regulations and details of how this will be monitored shall be submitted to the local planning authority and approved in writing.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.
