Conditions / Refusal Reasons
The proposal is inappropriate development in the Green Belt and is harmful by definition. The provision of a new building on the site will increase the built form across the wider area and have a harmful impact on openness given the open and undeveloped nature of the site. The proposal is in direct conflict with one of the purposes of the Green Belt to safeguard the countryside from encroachment and no special circumstances have been advanced to show that the potential harm to the Green Belt by reason of inappropriateness, and any other harm resulting from the proposal, is clearly outweighed by other considerations. The proposal conflicts with the advice in the NPPF and Policy STRAT6 of the adopted South Oxfordshire Local Plan 2035 and planning permission should be refused.

The site lies in the countryside outside the built-up limits any settlement. The site is not identified for development in the development plan, and new housing is not appropriate other than for the specific needs of agriculture or enhancements of the environment. The proposal does not represent 'infill' development as defined in the development plan and would have poor access to the limited range of services, facilities and public transport nodes of the nearest village of Drayton St Leonard. In turn, it does not promote use of sustainable modes of transport. Therefore, the development undermines the spatial strategy for sustainable rural housing growth, contrary to development plan policies STRAT1, H1 and TRANS2 of the South Oxfordshire Local Plan 2035.
