The residential conversion of these stables in this location would significantly alter the character of the building and along with the establishment of a residential curtilage, the formalisation of the vehicular access and introduction of parking and other domestic paraphernalia would detract from the natural beauty and special landscape quality of this part of the Chilterns AONB. Whilst any such harm may be localised, the duty to conserve and enhance the AONB carries significant weight. There are insufficient benefits arising from the proposal that would outweigh this landscape harm. As such, the development would be contrary to Policies CS1, CSS1 and CSEN1 of the South Oxfordshire Core Strategy, saved Policies G2, G4, C4 and E8 of the South Oxfordshire Local Plan 2011, the aims and objectives of the Chilterns AONB Management Plan 2019-2024 and the South Oxfordshire Landscape Assessment and advice contained within Paragraph 172 of the NPPF and the NPPG. It would also be in conflict with Policies H19 and ENV1 of the emerging South Oxfordshire Local Plan 2035.
