Description
The installation of outdoor floodlighting columns to tennis courts 1 and 2 at Henley Tennis Club (floodlighting design updated alongside ecological, arboricultural and landscape reports received 8th March 2021 and additional lighting specification received 20th May 2021).
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC001, BLO001 and 2020 CAS 067 011, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The tree protection details as shown on the approved Arboricultural Method Statement (16 February 2021) and shown on the Tree Protection Plan (Arbtech TPP 01) must be installed prior to the commencement of all site works and remain in place for the duration of construction. Arboricultural supervision by a qualified arboricultural consultant must be carried out for the works within root protection areas, as set out in the AMS.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
The development hereby approved shall be implemented in accordance with all of the recommended ecological mitigation and enhancement contained in Section 4.2, Table 8 of the supporting Preliminary Roost Assessment Survey (Arbtech Consulting Ltd, 09/08/2020). All enhancement features shall be delivered prior to the first use of the development hereby approved.
Reason: To minimise the ecological impacts of development and to secure net gains for biodiversity, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 170 and 175 of the NPPF.
The lighting shall be installed and operated in accordance with the detailed specification submitted on 8th March 2021 in support of the application and the document from Signify dated 7th May 2021 stating a maximum of 3000 kelvin.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.
The use of the external lighting system shall be switched off by an automatic timer clock outside the hours of 7am and 9pm, and when the area is not in use within those hours and by a light sensitive switch when natural light is available.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.
