Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, SK 10 Rev 1, SK 13 Rev 1, SK 14 Rev 1, GGL-GAR-EX-06, GGL-GAR-EX-07, GGL-GAR-PL-05, GGL-GAR-PL-06, SK 01 Rev 3, GGL-GAR-EX-02, GGL-GAR-PL-01, GGL-GAR-EX-03, GGL-GAR-PL-02, GGL-GAR-EX-01, SK 11 Rev 1, SK 12 Rev 1, GGL-GAR-EX-04, GGL-GAR-PL-03, SK 02 Rev 1, GGL-GAR-EX-05, GGL-GAR-PL-04 and GGL-GAR-PL-07, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

A photographic record of the stone windows and existing floor is to be made and submitted to and agreed in writing with the council prior to relevant development to these areas commencing. Reason: As the building is of archaeological/historic importance in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON13 and CON14 of the South Oxfordshire Local Plan 2011.

That the relevant works hereby approved shall not commence until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: In the interests of the visual appearance of the development and safeguarding the character of the listed building in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON3, CON7, D1, G2 and H13 of the South Oxfordshire Local Plan 2011.

The applicant, or their agents or successors in title, shall be responsible for organising and implementing an archaeological watching brief, to be maintained during the period of construction/during any groundworks taking place on the site. The watching brief shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

Following the approval of the Written Scheme of Investigation referred to in condition 5, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON11, CON13, CON14 and E5 of the South Oxfordshire Local Plan 2011.
