Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 0561-102, 010-100 Rev_PL-4, 010-101 Rev_PL-4, 033-100, 033-101, 053-100, 053-101, 021-100, 022-101, 032-101, 032-100, 051-103, 052-100, 052-101, 031-101, 051-101, 031-100, 051-100 and 031-102, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and H13 of the South Oxfordshire Local Plan 2011.

The tree protection measures shown on the submitted Arboricultural Impact Assessment plan (Jan 2020), shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, D1 and H13 of the South Oxfordshire Local Plan 2011

Prior to the commencement of any external works to the dwelling at Ashmount House, evidence of the successful receipt of a European protected species licence, or evidence of the successful registration of the site under the bat mitigation class licence, specific to this development, from Natural England, shall be submitted to the local planning authority. Reason: To protect the important species on site, in accordance with Policies C6 and C8 of the SOLP, Policy CSB1 of the SOCS and paragraphs 170 and 175 of the NPPF.

The development hereby approved shall be implemented strictly in accordance with all of the measures stated in section 4.10 and figures 6 and 7 of the supporting Bat Survey Report (GS Ecology Ltd, 08/07/2020, Ref: ECO2460c). Reason: To minimise the impacts of development on biodiversity, in accordance with Policies C6 and C8 of the SOLP, Policy CSB1 of the SOCS and paragraphs 170 and 175 of the NPPF.

Prior to the commencement of development, a full surface water drainage scheme, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 10 year storm + 40% CC and will be implemented in accordance with the approved details prior to the occupation of the development hereby approved. Reason: To prevent pollution and flooding in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011.
